2. Even though the law is vague about what is bare minimum, it's clear it doesn't mean we can turn on/off the water during certain times of the day. I disagree and I don't support this idea. I fully believe we have what it takes (legally speaking) to enforce the water restriction, but the way we have discussed this in the past, not as you suggest Steve.
My two cents.
PS. The hole on the building was repaired in full yesterday. Scaffold is on site taking care of other areas. See photos.
